Special Representative of the Chinese Government on Latin American Affairs Qiu Xiaoqi Attends the Third China-Latin America and the Caribbean Development Forum

On August 18, 2026, Special Representative of the Chinese Government on Latin American Affairs Qiu Xiaoqi attended upon invitation the opening ceremony of the third China-Latin America and the Caribbean Development Forum in Zhengzhou and delivered a speech.

Qiu Xiaoqi highlighted the positive progress in the joint efforts of China and LAC countries to advance the five programs for the China-LAC community with a shared future. He noted that China views and develops its relations with LAC countries from a strategic and long-term perspective, and will always be a good friend and good partner to Latin American and Caribbean countries on their path to development. China stands ready to take the implementation of the 15th Five-Year Plan as an opportunity to work alongside LAC countries on their respective paths to modernization and jointly write a new chapter of China-LAC friendship.

The China-LAC Development Forum was inaugurated in 2024. It is jointly hosted by the Chinese Academy of Social Sciences and multilateral organizations in the Latin American and Caribbean region, and is held annually on a rotating basis between China and LAC countries. The theme of this year’s forum is “Economic and Trade Connectivity for Enhanced Cooperation and Shared Social Prosperity”.
